The preparation of this article aimed to enhance the safety and effectiveness of emergency operations conducted by the Riobamba canton fire department. Understanding the challenges in mountainous terrain is crucial, as extreme weather, terrain type, and altitude pose significant obstacles for rescuers and victims. This highlights the need for structured protocols that provide rescuers with instructions to improve operational efficiency from alert reception to team demobilization. A deductive methodology was used to design a manual emphasizing specialized training for personnel. This includes techniques such as climbing, first aid in rugged areas, and handling equipment like ropes and georeferencing devices. The manual is adapted to the operational and geographical context of the Riobamba canton fire department. Through this tool, it is concluded that standardization and continuous training are essential. These elements enable fire department members to perform their roles effectively, prioritizing safety for both themselves and victims. The manual serves as a comprehensive guide, ensuring operations are conducted with precision and care. By focusing on these aspects, the fire department can improve its response capabilities in challenging environments. This enhances operational efficiency and ensures rescuers are better equipped to handle emergencies effectively. The emphasis on specialized training and structured protocols underscores the commitment to excellence in emergency response. Effective implementation will lead to improved outcomes in emergency situations, contributing to saving lives and mitigating risks in mountainous regions.
