Abstract

This article analyzes the proposal of a structured physical training plan aimed at the operational personnel of the Riobamba Fire Department, with the purpose of strengthening comprehensive health and preventing injuries derived from constant exposure to risky situations. Through a qualitative approach, conceptual and legal frameworks, as well as previous experiences and both institutional and community perceptions, were examined in order to understand the relevance of integrating physical preparation with the psychological and occupational well-being of firefighters. The results show that the implementation of scientifically planned physical conditioning programs contributes to improving emergency response capacity, reducing the incidence of musculoskeletal and cardiovascular injuries, and extending the active working life of operational staff. Likewise, the need to complement physical preparation with psychological support, self-care strategies, and ergonomics training is highlighted, enabling a comprehensive approach to occupational health. The social impact of the proposed plan is also emphasized, as the optimal preparation of firefighters increases citizen confidence and can be projected into community outreach activities focused on prevention and self-care. Finally, it is concluded that the project constitutes an innovative benchmark for strengthening both institutional and community resilience, and its institutionalization, periodic evaluation, and long-term sustainability through internal policies and inter-institutional alliances are recommended. This comprehensive approach strengthens public safety, promotes a preventive culture, improves operational performance, and positions Riobamba as an exemplary model of occupational health management.
