Proposal of Occupational Health and Safety Measures in Water, PQS, and AFFF Refueling Operations for Aircraft Rescue and Firefighting Vehicles at Quito Airport.

This study develops a technical proposal for Occupational Health and Safety (OHS) measures applied to water, PQS, and AFFF refueling operations in Aircraft Rescue and Firefighting (ARFF) vehicles at Quito International Airport. The analysis begins with the finding that, although the SSEI Manual 2025 provides operational procedures, it lacks a specific OHS standard addressing the inherent risks of these activities. Through a qualitative methodology based on documentary and regulatory review, international guidelines from the International Civil Aviation Organization (ICAO), NFPA 403 and 1500, and Ecuadorian RDAC Part 153 are examined, alongside scientific evidence concerning the PFAS compounds found in AFFF foams. The results reveal weaknesses in preventive management, particularly regarding fall protection, chemical handling, confined space ventilation, and spill response. As a technical proposal, the study suggests implementing standardized OHS protocols, including the mandatory use of certified harnesses and lifelines, spill containment and neutralization procedures, regular environmental monitoring, and continuous training programs for operational personnel. The conclusions emphasize that adopting these measures will strengthen the airport safety culture, reduce occupational accident rates, and enhance the operational sustainability of the ARFF service. This proposal is designed to be applicable and replicable in other airports within the national aviation system, aligning with global OHS standards and ICAO’s safety management principles.
