Implementation Of The Protocol For Emergency Care In Situations Of Internal Unrest For The Riobamba Fire Department

In an actual context, Ecuador has experienced an increment of violence whose significantly affected the capacity of response of institutions like Fire Department, Cruz Roja and the Ministry of Public Health. This organizations face risk scenarios followed by criminality and social agitation. This research aims to analyze the role of the Riobamba Fire Department on the attention of emergencies while situations of intern unrest happened at the time. For it, the methodology applicated in this investigation will be the quantitative who adopts a methodological approach, because it has a combination between phenomenological analysis, ethnography and grounded theory. Some histological backgrounds as unrest and protests are examinate, distinguishing their impact on social and occupational stability of Ecuadorian people. An analysis of the TEEC model is perform in this research, where it adapts the care of victims in high-risk situations. Meanwhile, the intervention strategies are also identified, those strategies include a delimitation of safe zones and the use of ballistic-resistance personal protective equipment. The implementation of specific operational guidelines is important to guarantee an effective response to events of civil violence, underscoring the need of inter-institutional coordination that allows a more effective response to emergency situations, the provision of specialized equipment and the constant staff training for this type of emergencies. We can determinate the absence of understandable protocols, as well the lack of protective equipment; these factors cause the delay of the attention to the injured and increase the risk for the first responders, additionally compromises the efficacy of the response
