It is currently trying to give an overview of how we are today and it is worrying to see the lack of strategic and structured methods summarized in a Community Rapid Emergency Response Plan to deal with the oil spill, since today this is occurring frequently in different parts of the country. To carry out this article we applied non-experimental research with a descriptive approach that helped us to understand the phenomena of the reality and the place, relying on existing data that were documented in the remediation companies hired. It was concluded that the people of the sector are not prepared for this type of events since two spills have occurred twice in this sector of San Marcos and it clearly reflects the deficiency of having a community group prepared to attend an Emergency and Contingency Plan in case of a spill. Through this article it is recommended to socialize using established mechanisms, trying to awaken the interest of the plan with the community and that they analyze that it is important to join and form volunteer brigade groups and after proper training they can perform tasks and activities for Emergency Response, considering the capabilities and means they have at that time. Likewise, this plan should always be updated according to the means and geographical situations. Community emergency plans are necessary to help prevent an incident from becoming an environmental accident. Within the protocols, in addition to a correct training are the drills followed by a structured plan to evaluate the effectiveness of a community group prepared for an early attention of Emergency Response.
