Abstract

The purpose of this work is to develop and analyze the normative instruments relating to the regulation of war in its breadth, be it land, naval or maritime and air, according to the different uses and customs of the same, and the most accepted comments on international doctrine,  which forge an academic criterion which facilitates the systematic study of war as a phenomenon that accompanies humanity insofar as it has existed as a species with special
emphasis on the development of the theoretical and normative foundations of the conferences of The Hague and its historical antecedents, given its relevance in this matter and taking into consideration that these are the bases of peace between the States.
